According to the Federal Law “On
the technical regulation” the major document ruling any
technology or product produced is a technical regulation. In the
fall 2004 the government summarized results of the contest for
the right to develop a number of technical regulations with the
state budget financing. The right to work on the regulations
dealing with the safety of GM plants and GM derived food was
delivered to the Russian Grains
Council.
The
Union shall by the end of 2005 prepare regulatory act to become
the core of the Russian biosafety regulatory framework. The main
criteria in adopting the regulations are reflection of the
Russian national and economic interests as well as social
significance. The task is therefore not easy because it will
require estimation of the niche of modern biotechnology in the
national economy and social policy, and adoption of this niche
by disparate ministries and agencies.
On
the other hand it provides a chance to create a civilized way to
regulate new technology and develop a compromise between all
stakeholders, which will permit science based decision-making
and not let them pending without time limit. |
